Subcontracts Administrator - MasTec Power-27785 POSITION SUMMARY:
Prepares RFP packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes contractual documents, and administers resulting subcontracts. Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Reviews awarded subcontracts as assigned and provides coordination to ensure that all post award submittals.

ESSENTIAL JOB FUNCTIONS:
Perform assignments of varying complexity requiring experience in the industrial EPC contracting environment and knowledge of construction subcontracting policy and procedures
Evaluate complex terms and conditions and issue FFP, T&M and Cost-Plus type subcontracts
Work with to establish NDA's, develop qualified contractors, request pricing, competitively select contractors, document procurement action and place subcontracts
Ensures inquiry packages contain the proper requisitions, technical scopes of work, construction work packages, attachments, exhibits, terms, specifications and drawings
Perform competitive market analysis
Tabulate proposals and assists in performing proposal analysis, price and cost analysis, and establishing price reasonableness
Lead, develop and execute subcontracting strategies and plans
Achieve savings targets relative to management established benchmarks
Execute negotiation strategies to attain best value.
Follow-up with contractors to ensure delivery schedules and key milestones are achieved
Coordinate any changes with the project team as appropriate and evaluate impact
Ensure assigned subcontracts are closed out properly and in a timely manner
Maintain subcontract files in audit ready condition
Advise management of market conditions and contractor base activity, which could affect pricing, and or future availability
Evaluate contractors through methods such as visitations and various objective performance measurements
Administers, extends, negotiates and terminates standard and nonstandard contracts
Review invoices and resolves discrepancies
Assist in the evaluation of disputes with subcontractors
Support proposal efforts with budgetary RFP requests
Consolidate requirements and utilize the most suitable method of subcontracting arrangement
Proposal support including taking an active role in managing contract proposal volumes, supporting fact finding and the negotiation process
Ensure proposals are fully responsive to prospective customer requirements
Provides direct contract support, review of contractual documents to ensure protection of company's contractual/risk posture, satisfaction of contractual requirements and adherence to company policies
Oversees contract performance by monitoring budget, compliance documents, schedules, deliverables, and recommends actions to ensure mutually satisfactory performance
Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness
Advise management of contractual rights and obligations and, as needed, provide interpretation of terms and conditions
Interfaces with all levels of management and customer counterparts providing contractual guidance and advice
Ability to work in a collaborative environment that integrates the finance, pricing, subcontracts and contracts roles
Demonstrable attention to detail and accuracy
Ability to manage high volume workload, produce quality work, and meet deadlines with minimal direction and supervision
Follow and enforce subcontracting related policies and procedures
Develop advanced understanding of subcontracting terminology, measures, concepts, principles and strategies
Foster relationships internally with stakeholders and externally with contractors and other groups
Present the subcontracting process to stakeholders in an effective manner
Challenge the business when projects depart from basic contracting principles
Identifies and implements improvement opportunities within own role and responsibilities
Communicate effectively, resolve conflicts, solve problems and make efficient and effective subcontract management decisions
Manage special projects as assigned

Qualifications

EDUCATION AND WORK EXPERIENCE REQUIREMENTS:
Bachelor s degree in business, engineering, construction management, economics or demonstrated equivalent combination of education, training and related experience
Eight (8) or more years of experience in subcontracting or other procurement and materials management functions
Experience with strategic sourcing, managing solicitation processes and negotiations
Experience in managing tactical and strategic supplier relationships
Due to the nature of the work, US Citizenship is required

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Advanced understanding of subcontracting terminology, measures, concepts, principles and strategies.
Advanced understanding of legal terminology related to contracting

Participate in subcontracting improvement projects
Advanced in business problem resolution
Advanced computer skills and ability to use project ERP systems; proficient in Microsoft word, excel and power point
Travel to the jobsite will be required
