Requisition Number: 18567 Location: Boulder, Colorado Employment Type: Research Faculty Schedule: Full-Time Close All Job Summary The Cooperative Institute for Research in Environmental Sciences (CIRES) at the University of Colorado Boulder has an opening for an Environmental Video and Geospatial Data Manager working with the National Oceanic and Atmospheric Administration (NOAA) National Centers for Environmental Information (NCEI). NCEI is globally recognized as the premier repository and provider of geophysical, oceanographic, coastal, space weather, and marine ecosystem data and information. The successful candidate will join NCEI s data management team, primarily supporting NOAA s Office of Ocean Exploration and Research (OER). NCEI is responsible for stewarding ocean exploration data collected by OER, which includes ingest, description, archive, discovery, and access activities. We are looking for a scientist with the ability to help develop and implement a GIS vision that will result in improved access to OER s diverse scientific data collections, including discovery and visualization of diverse data collections, primarily seafloor video. The successful candidate will have: i) experience working collaboratively with partners to identify data access requirements; ii) experience with Cloud-based GIS software tools and methods; iii) the technical capacity to develop GIS tools, and to guide complex GIS development in accordance with NOAA and industry best practices; iv) experience managing environmental video data and access points; and v) the ability to present this work to diverse audiences in an understandable manner. The successful candidate will also have experience developing data workflows, automating the processing of data, describing data with standard metadata, generating geospatial products and services, and maintaining ArcGIS Online Cloud services, as well as geospatial relational database systems that drive web services and data access portals. The successful candidate will serve as part of a team that stewards marine geophysical data, provides discovery and access to seafloor data, and supplies customer service to NCEI and OER partners and global scientific users. This position will also join NCEI s OER data management team, which stewards a wide range of ocean exploration data, information, and products. and makes them accessible to the public via geospatial products and services. The ideal candidate will help improve existing scientific products, develop new, innovative products, and increase collaboration and coordination with partners on geospatial data management and discovery practices. This position will be located at NCEI, Boulder, CO. NCEI is a part of the US Department of Commerce, NOAA, National Environmental Satellite, Data, and Information Service. NCEI s mission is to provide scientific stewardship of and timely access to global environmental data to promote, protect, and enhance the Nation s economy, security, environment, and quality of life. NOAA's National Centers for Environmental Information (NCEI) is responsible for preserving, monitoring, assessing, and providing public access to the Nation's treasure of geophysical data and information. What Your Key Responsibilities Will Be Design enhanced web services (maps viewer applications and data services) for ocean exploration data collections. Ingest, describe, and archive seafloor video to enable public discovery and access. Investigate and develop new ArcGIS Online (Cloud-based) data discovery, visualization, and access tools including configurable viewers, web maps, and feature services. Collaborate with NCEI-OER GIS teammates to ensure robust, efficient discovery and delivery of ocean exploration data. Collaborate with NCEI s GIS Team to ensure a consistent strategic direction across NCEI. Collaborate with NCEI s marine geophysical data managers to ensure consistent data stewardship practices. Serve as NCEI-OER Data Management Team liaison for OER geospatial needs, including data and information exchange with OER staff that utilize GIS services. Be Statements Be Engaged. Be Visionary. Be Boulder. What We Require Bachelor's Degree in Earth Sciences, Oceanography, or a related field with 2 years applicable experience managing data. Experience with GIS tools for data manipulation, visualization and evaluation, especially Esri ArcGIS specific to oceanographic data display and decision support; familiarity with ArcGIS Online. Experience using scripting languages to automate data tasks, such as Python, JavaScript, Bash, Groovy or similar. Experience working with video data, associated metadata, and ancillary data including data acquisition, processing, analysis, and visualization. Strong networking skills to build relationships with national and international data providers. What You Will Need Ability to work independently, as well as part of a team. A strong desire to learn and apply new skills and technologies in a rapidly evolving environment. Ability to communicate clearly and effectively in both oral and written English. Excellent problem-solving skills and attention to detail. Knowledge of standard Project Management Principles, Agile development methods or similar management techniques. Familiarity with common geophysical instrumentation, data formats, and acquisition and processing software. Familiarity with metadata and data exchange standards, e.g. ISO, NetCDF, XML, Json. Experience working in a Linux/Unix environment and with relational databases and SQL. Sea-going experience with marine data collection and processing, especially seafloor video.
