QUALIFICATIONS: Postgraduate Professional License with endorsements in Special Education and Administration and Supervision. At least ten combined years of experience teaching and/or leading special education programs at the school or division level. Track record of proven results working in mid-to-large school divisions, including improved achievement data for students with disabilities and experience leading change towards inclusive models of special education programming. Extensive knowledge of the principles, practices and current issues in the provision of high-quality, inclusive and equitable special education programming. Knowledge of state and federal regulations governing special education programs, including a deep understanding of the Individuals with Disabilities Education Act (IDEA). Exceptional leadership skills and ability to lead a multi-leveled team towards the realization of a common vision and the achievement of defined objectives. In-depth knowledge of assessment and evaluation as related to special education referral and identification practices. Demonstrated experience with effective budget management and effective staff management in order to successfully lead a department with a large annual budget, providing comprehensive services across the division. Proven ability to communicate and work cooperatively with students, parents, service providers, and community/business partners to meet the needs of students with disabilities. The Director of Exceptional Education leads the school division's special education (SPED) and 504 programs to ensure students with disabilities and/or special needs are appropriately identified and receive the services they need in the least restrictive environment possible. The Director of Exceptional Education ensures that the division's policies, practices and programs comply with all state and federal requirements. The Director of Exceptional Education manages division staff and collaborates with school staff to ensure the effective development, implementation and evaluation of the division's special education programs. Leads the development, implementation, monitoring, and evaluation of the division's goals and objectives in the area of special education. Formulates proposals for the development and revision of policies and procedures pertaining to special education programs, including the development and implementation of the division's annual plan for special education. Ensures compliance with state and federal regulations governing special education programs and services. Oversees the completion of action steps outlined in the Richmond Public Schools Results Driven Accountability (RDA) Corrective Action Plan. Prepares and administers the special education budget, prepares grant applications, and solicits funds to provide financial support for programs; manages expenditures against the approved budget and division SPED goals and objectives. Assesses and identifies special education program needs and provides recommendations regarding future special education staffing, programming, and resources/equipment requirements. Supervises, evaluates, and directs the work of special education departmental personnel to include special education coordinators and specialists. Directs and ensures the accuracy and quality of report preparation and submission as required by federal, state, and local regulatory agencies. Facilitates interagency planning between the school division and external service providers such as residential care facilities and day treatment facilities; works cooperatively with advisory boards and other organizations to enhance exceptional education services. Facilitates a collaborative approach to support student success through programs and services involving family and community engagement and actively responds to parent concerns. Communicates and collaborates with members of the Special Education Advisory Committee. Oversees the planning and delivery of professional development experiences for support services personnel, teachers, and administrators as appropriate. Takes initiative and proactively identifies opportunities to strengthen one's team and organization. Works well in a fast-paced environment; demonstrates flexibility, adaptability, and commitment to ensure every student's college/career and civic readiness. Models professionalism, engages in reflection, self-led continuous improvement, seeks out feedback and provides constructive feedback to colleagues. Performs other related duties as assigned.. GENERAL DEFINITION AND CONDITIONS OF WORK: Performs executive level leadership in an office environment. Work requires travel to school sites during the day, frequent standing, sitting, light lifting up to 10 pounds, walking, vocal communication for expressing or exchanging ideas, hearing to perceive information at normal spoken word levels, and visual acuity for preparing and analyzing written or computer data.
