DIRECTOR OF RESOURCE DEVELOPMENT Job Specifications CAPTION: Job Specifications Details Job Spec Title DIRECTOR OF RESOURCE DEVELOPMENT Job Title DIRECTOR OF RESOURCE DEVELOPMENT Class Code 30131 Minimum Monthly Salary 11574.68 Maximum Monthly Salary 14772.85 Summary Description To organize, direct and coordinate the activities of the Resource Planning Department including performing complex analysis, coordination and integration of activities related to the operation of the Agency's water and energy resources and assets; to participate with other Agency directors in developing long-range water and energy policies; to coordinate and oversee energy contracting, energy management and power scheduling activities related to the Agency's hydroelectric power generation system; to oversee and coordinate activities involving the implementation of a comprehensive regulatory compliance program related to the Agency's hydroelectric generation and water system projects; to develop and implement strategies at the local, State and federal level to protect the Agency's water rights and contractual entitlements; and to provide highly complex staff assistance to the Director of Strategic Affairs. (Spec Revised July 2013) Distinguishing Characteristics This position is a single-position executive management classification. The Director of Resource Development's duties are administrative, managerial and highly complex in nature, involving highly technical functions critical to the mission of the Agency. The incumbent has broad management authority for the day-to-day operations of the Resource Development Department. Supervision Received and Exercised Receives policy direction from the General Manager. Exercises direct supervision over management, professional, technical and administrative support personnel. Examples of Duties The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices: * Develop and implement Resource Development goals, objectives, policies and procedures. * Plan, organize and direct Resource Development activities including long-range water and energy planning. * Coordinate department activities with those of other departments and outside agencies and organizations. * Provide staff assistance to the General Manager and Board of Directors including the preparation and presentation of staff reports and other necessary correspondence. * Direct, oversee and participate in the development and administration of the department's work plan including the assignment, monitoring and review of work activities, projects and programs, monitoring work flow and reviewing and evaluating work products, methods and procedures. * Supervise and participate in the development and administration of the department's budget including directing the forecast of additional funds needed for staffing, equipment, materials and supplies, monitoring and approving expenditures, and implementing mid-year adjustments. * Select, train and motivate personnel including the coordination of staff training, evaluation of staff, and implementation of discipline procedures to maintain high standards necessary for the efficient and professional operation of the department. * Analyze and develop water- and hydroelectric-related legal and regulatory positions for consideration as Agency policy. * Provide long-range planning of future water needs and infrastructure financing in relation to the water needs of the various general plans of the county, cities and the agricultural community. * Analyze and prepare recommendations on State and Federal issues and mandates and their impact on the Agency. * Provide support to headwater and watershed management throughout the county and in other areas associated with the county's water and hydroelectric interests. * Assist in the development and coordination of advanced planning in supply-side and demand-side alternatives of water resource management including surface water, groundwater and reclaimed water resources throughout the county. * Participate in the development and updating of the seasonal and monthly water and energy use/generation plan. * Provide oversight and coordination of energy marketing and trading strategy, market positions, trading policy and analysis and reporting of historical marketing performance. * Ensure adequate coordination with power marketing and operations when regulatory compliance requires changes in operation. * Provide oversight and coordination of the completion of all betterments, improvements and modifications as well as implementation of protection, mitigation and enhancement projects included in the agency's FERC license. * Review the implementation and effectiveness of technology upgrades and assess upgrade opportunities for existing systems with the potential to improve forecasting, operation, reliability and responsiveness in the energy market. * Provide plans, schedules and reports to support budgets, operations and projects that require action by the finance authority. * Provide strategic and technical lead to protect and defend the Agency's Middle Fork Project water rights and Drum-Spaulding and Bureau of Reclamation water contracts. * Direct and oversee the work of consultants and provide contract administration for consulting contracts within the department. * Represent the department and Agency to outside agencies and organizations and participate in outside community and professional groups and committees. * Research and prepare a variety of technical and administrative reports, studies, analyses and correspondence. * Build and maintain positive working relationships with the Board of Directors, management, co-workers, other Agency employees and the public using principles of good customer service. * Perform related duties as required.
