The IT Systems Manager will be responsible for the support and education of employees on the use of software and hardware used in day to day operations. This role will oversee the support department team, directing and mentoring the team to ensure the Company leverages the IT infrastructure to be as productive as possible. She/he directs, manages and coordinates resources to meet data processing and/or systems objectives, including design, installation, on-going maintenance, enhancements and account management activities for diversified colleague groups. Directly and through subordinates, manages projects and directs staff in providing maximum services in terms of quality and quantity within the specified budget and applications and product evaluations to improve the profitability and efficiency of the colleague group.Specific Accountabilities* Directs, Manages a team of support specialist focused on application change management, release management and day to day operational tasks.* Oversees the completion of all assigned systems efforts within established target dates and budget ensuring quality of work performed, maintainability of systems developed or installed, and overall knowledge of the business functionality of the system.* Manages the collection of system requirements, techniques and controls of affected functional departments in order to determine problem areas and to provide operationally efficient and cost effective alternatives or solutions.* Provides long term and short term solutions to optimize and automate the support process.* Conducts special projects as requested by senior management; monitors projects for adherence to Bank security and quality standards and management objectives; presents project status reports to senior management.* Participates in vendor evaluations, recommends and reviews functional and overall system design, and technical planning to improve systems productivity and efficiency.* Takes ownership of department invoices; verifies for accuracy and approves. Participates in defining terms for contract negotiations and service agreements.* Recommends hires, transfers, terminations, salary adjustments, performance standards and reviews. Approves employee daily time records, work assignments, vacations, sick pay, etc.* Complies fully with all Bank Operational and Credit policies and procedures as well as all regulatory requirements (e.g. Bank Secrecy Act, Know Your Client, Community Reinvestment Act, Fair Lending Practices, Code of Conduct, etc.).* Responsible and accountable for appropriate quality controls related to the financial products the bank provides, the services the bank delivers, the processes employed and the incentives with which colleagues are awarded.* All City National products, financial solutions and services are to be provided ethically and with integrity in a manner that is consistent with the client-first culture and values embodied in City National's PRIDE statement.* Responsible for End of Life within their own 'stack' executing against the enterprise governance and oversight model.Leadership Skills:* A self-starter, who can effectively navigate a complex organizational structure, managing teams through influence and direct line management.* Establish and manage effective working relationships in a matrix environment with other departments, groups and staff with whom work must be coordinated or interfaced.* A person that can decide and act without having the total picture and is comfortable handling risk and uncertainty.* Great analytical, problem solving techniques, project management, tactical planning and managerial skills.* Excellent verbal and written communication skills.Execution Skills:* A proven track record of execution, the candidate must be able to deliver the Service Management strategy by defining a clear vision of desired outcomes tied to business needs.* Technical acumen and experience across the \"full application stack.\" Must have a technical background and demonstrated ability to understand the holistic impact of changes within the environment.* A \"working IT manager\" who gets into the details and is experienced in managing multiple medium to large scale initiatives and cross functional teams.* Equally comfortable with executives, manager-level stakeholders, architects and developers-this is a hands-on position with regards to people and detail.* Conversant in the enterprise technology landscape and ability to leverage that knowledge in delivering business outcomes with speed.Technical/other Skills:* Comfortable with a largely Windows-based environment and managing a geo diverse team* Application design concepts including Application and Web servers and Database servers (SQL).* Familiarity with Cloud applications setups, migrations etc. (Azure, AWS)* Basic networking concepts* ServiceNOW* ITIL / ITSM* Change/Release management* Microsoft-based coding frameworks (.Net)* Must have experience working in financial services (wall Street, not banking although banking is a plus for future designs)* Must have understanding of \"trade floor\" delivery (supporting a trading environment)* Automation (CAWA concept)Basic Qualifications:* *Minimum 5 years management experience* *Minimum 8 years experience in an Information Technology environment required.* *Minimum 2 years of project management experience required.* *Bachelors Degree strongly preferred* Strong leadership skills that can energize work teams to respond to business needs.* Strong teamwork and interpersonal skills and the ability to communicate and persuade at all management levels.* Represents the basic qualifications for the position.
