HRIS MANAGER (UltiPro) (UICGS-19-1837-F)
UIC Government Services (UICGS) is seeking a HRIS (Human Resource Information Systems) Manager to lead all aspects of the UltiPro Human Capital Management (HCM) system, as well as other HR Systems to include the Infor Learning Management System (LMS). The HRIS Manager is responsible for the performance and functionality of the HR systems, to include developing, implementing, and maintaining appropriate configuration changes to the systems. The HRIS Manager will leverage technology solutions and Industry process best practices to meet the needs of human resources, stakeholders, employees, and management. The HRIS Manager will provide ongoing technical expertise and consultation on new system functionality, system upgrades, configuration and testing efforts, gap assessment, process improvement recommendations, reporting and analytics, interface management, security management, vendor management, and routine sustainment activities.
The HRIS Manager coaches and trains Human Resources (HR) colleagues on system functionality, audits, processes, and data and reporting transactions.
Essential functions will include:
Manages UltiPro HCM system design, configuration, and rollout for recruiting, onboarding and notifications, employee transactions and workflow, employee records management, performance management, succession management, compensation and job structure, benefit administration, portals, reporting, and interface management. Configures HR Systems to support rapidly changing business requirements to support organizational change and new contract awards.
Data management oversight, monitoring, and coaching to HR Colleagues with regards to usage and distribution of PII (Personably Identifiable Information) and PHI (Personal Health Information) data. Ensures system users are educated on PII data by issuing annual training and tracking training completion.
Manages the design, set-up, and maintenance of security for HR systems, including single sign-on and data integrations between HR Systems, Active Directory, and other Company systems. Troubleshoots and maintains systems security requests. Monitors and collaborates with the IT Department for issues with Active Directory data integrations or works with applicable vendors for issues with other integration issues.
Manages HR Systems vendors, contracts, and invoicing, as well as data interfaces used for export or import of data from or into HR Systems. This work eliminates manual data entry for HR, Payroll, IT, and Safety resources in the areas of medical, dental, vision, life insurance, COBRA, 401K, Tricare, FSA benefits, payroll, state new hire reporting, and emergency communication systems. Sets-up new interfaces, updates existing interfaces when new companies are created or operational adjustments are necessary, and troubleshoots issues for sustainment.
Develops and maintains other HR system tools such as HR SharePoint sites, HR Distribution Lists and Mailboxes, HR SSRS reporting requirements, and HR Network Drives.
Manages small to medium projects for HR process improvements that resolve either current data or compliance issues or implements new, more efficient, processes that may affect HR, Support Services, Operations, or Management. Work may include the update of the HRIS system or its submodules, including workflows, system functionality, reporting, or data integrations.
Responsible for HR gap analysis when data or process integrity requires review. Drives data and process audits with HR resources and other department stakeholders such as IT, Safety, Quality, Marketing, or Payroll to implement corrective actions, which may include guidance to other resources for action or direct system updates.
Drives continuous learning by documenting HR processes and providing work instructions and training to HR resources. Identifies best practices for the Companys systems architecture and culture, and documents end-user steps to support HR and other department users on processes available in the HR systems. Makes instructions available to resources on the employee portals.
Responsible for management reporting which includes, but is not limited to Monthly Staffing Report, turnover reports, shareholder hire and employment reporting, shareholder applicants, company informational meeting reports, annual financial reporting as it pertains to HR data, and insurance and workman's compensation reporting. Also responsible for report requirements gathering and writing, report testing, and routine analytics for HR Department such as new hire, terminations, promotions, transfers, recruitment, compliance, and payroll, IT, and Safety requested reports.
Monitors interfaces for errors, troubleshoots errors with internal personnel and technical vendor contacts when they arise, adjusts interfaces as company evolves and new component companies are created, dissolved, or need configuration adjustments. Interfaces include, but are not limited to payroll systems, benefit carriers, job boards, LMS, and ERP systems.
Daily administration of UltiPro to include best practice of system; oversees and conducts correction work as needed, drives consistent practice with other UltiPro users such as Recruiters, HR Generalists, and Benefit Administrators.
Leads the selection, implementation, and rollout of new HR systems.
Assists employees and managers with self-service UltiPro issues through Help Desk tickets.
Provides new user training for UltiPro and administrative processing for particular HR users, including report execution training.
Conducts mass uploads to system when needed to help offset mass data entry changes for HR functional resource work.
Assists with SharePoint site administration and site improvements.
Manages helpdesk issues for HR Systems and day-to-day issue resolution; ensures delivery of high quality customer service to end users; utilizes ticket maintenance tool and works to resolve high level production issues.
Provides backup employee administration duties as needed.
Bachelors degree required, preferably in Human Resources, Business, Information Systems or other related area.
7 + years of business experience with at least 4 years of combined experience in HR, Payroll, IT, Quality, and Project Management. Experience must result in demonstrable expertise with HR and Payroll processes; associated systems configuration, administration, operation, and report writing; and sound project management capabilities.
3+ years of recent full-time paid professional-level experience in the functional configuration, modification, or maintenance of an HRIS. Configuration experience is required, data entry into HRIS will not replace this requirement.
Prior experience with UltiPro system configuration is highly desired.
Requires advanced skills in MS Office; In Excel, must have ability to create pivot tables, vlookups, and to create, manipulate and use formulas. (Testing on this skillset may be presented if an interview is extended to candidate.)
Prior experience analyzing, maintaining, and troubleshooting Human Resource Information Systems and other Human Resource computer applications and systems required (HRIS, ATS, LMS, report writing).
Prior experience integrating systems such as ERP and HRIS, payroll, or other systems, which require system architecture expertise.
Prior experience selecting and implementing HR systems and modules and leading teams to successful completion of large projects.
Experience in creating moderate to complex HRIS reports and dashboards in Cognos.
Prior experience building and troubleshooting workflows desired.
Strong Prior Project Manager experience running cross-functional, geographically diverse projects/project teams required.
Previous experience with system security role and user administration.
Previous experience supporting HR interfaces with other platforms, both internal and external.
Strong analytical, problem solving and troubleshooting abilities; with strong data analysis acumen and focus on accuracy and attention to detail.
Solid understanding of overall HR functional areas and HR business processes, as well as interdependencies with Payroll, IT and Finance.
Prior experience in creating and conducting training material and sessions (Captivate experience a plus).
Excellent written and verbal communication skills.
Must be a self-starter, independent, proactive, team player and team leader.
Ability to manage change effectively and with patience.
Desire to provide excellent customer support.
Ability to quickly learn concepts and understand process configuration in a system.
Interest in or knowledge with project management methodologies.
Requires flexible work schedule to support Alaska, Central and Eastern Time zones.
