Leads projects toward the advancement of health data interoperability through pilots, standards development and Plan assistance and engagement. Works with internal and external teams to assist with design and execute day to day implementation of technology projects and solutions to support BCBS interoperability strategies.
Responsibilities include but are not limited to: Support the development of standards of organizations such as Health Level Seven (HL7) and other stakeholder organizations (ex. HIMSS). Co-lead the information sharing electronic clinical data exchange (eCDE) workgroup. Collaborate with internal staff, Plan representatives, and industry organizations to effectively communicate and engage in emerging industry initiatives strategically. Develop recommendations in white papers and presentation materials for the consideration of executives, committees, and boards of directors. Assist and support the creation of strategies, implementation and activation plans to address untapped potential; unlocking increased business value in the interoperability landscape for Plans. Listen to customers, ask key questions, identify and translate opportunities to new resources, tools, initiatives, products to facilitate strategic and operational growth. Embrace technology to support innovation and competitive differentiation. Act as voting member for BCBSA at Health Level Seven (HL7), a standards development organization. Votes will emphasize System needs and requirements for interoperability data standards. Collaborate efforts to galvanize System-wide development and eventual implementation of data standards for interoperability (ex. Plan feedback process, implementation guide development, use case creation). Supports processes and maintaining Plan participation in strategic efforts to develop data standards, generating feedback that will translate to effective and high-value standards for the industry. Recommending solutions for implementing data exchange standards and industry initiatives. Collaborate with end users and IT management to validate business requirements for health data interoperability pilot design and development. Responds to user problems, explains applications and related industry standards, and presents deliverables. Ensures best practices, policy and information security requirements and standards are implemented and regularly reviewed for improvement. Research Health IT and Interoperability Trends for healthcare industry environment. Conduct literature reviews. Collect and analyze data. Draft surveys and prepare materials for strategic planning for Plans, governance committees and BCBSA executives. Prepare, maintain and update key interoperability trends and statistics.
Required Basic Qualifications: A bachelor’s degree in a business or healthcare related discipline or equivalent experience (such as health information management / technology) Minimum 5 years of technical health information technology experience
Preferred Basic Qualifications: Knowledge of the BCBS system In-depth knowledge of interoperability standards - HL7, FHIR, CDA-based message formats (CCD, CCDA), IHE profiles (XDS.b, XCA, PIX/PDQ) Knowledge of healthcare systems such as EHR, Lab and PACS applications preferred In-depth experience with Health Information Exchanges (HIEs) A background in project management with PMP certification Professional Academy for Healthcare Management (PAHM)
