Pennsylvania Chemicals is a world-scale facility that will use ethane to produce 1.6 million tonnes of polyethylene per year. The project will involve up to 6,000 workers during its construction and is expected to employ 600 permanent employees when completed. The ethylene / polyethylene complex will be located in the Ohio River Valley north of Pittsburgh. It comprises an ethane cracker and three polyethylene units, plus OSBL including a gas-fired combined cycle cogeneration unit and a large storage-in-transit rail yard.
The Mechanical Field Engineer reports to the Lead Mechanical Field Engineer. This individual is responsible for providing technical assistance, direction, and support to field supervision for mechanical equipment on site. Responsibilities include, but is not limited to:
Read, comprehend and implement all applicable ITPs, codes, supplier manuals and procedures, project procedures and specifications
Detailed review of field work packages to identify any technical, procedural, constructible or material issues
Generate timely MWRs and FMRs to support planned work activities. Track MWR/FMR status and expedite accordingly through to completion
Understand and know the status of assigned work scope
Ensure project database applications, including TEAMWorks are populated with required data
Daily coordination with supervision to provide support on technical and quality issues
Daily field inspections to verify quality execution of installation activities
Generate Request for Information, Field Change, and Non-Conformance Reports through project PTR system. Follow up with design engineering to ensure timely resolution and communicate resolution to supervision
Perform final quality inspections, ITR sign off and compile documentation. Participate in construction system turnover walkdowns
Provide input and support to construction planning activities
Verify and record construction installation progress
Generate, verify and close out field Work to Go and Punchlist Items
Assist field procurement in receipt inspection and reporting of associated equipment and materials and preventive maintenance requirements
Ensure proper storage of permanent plant material at the construction site
Support Project Controls by identifying and providing information for backcharges and trends
Actively support and participate in the People Based Quality program
Work closely with other discipline field engineers and coordinate efforts and activities to meet the project requirements
Assist the Lead Mechanical Field Engineer and the Area Field Engineer with additional field engineering activities as assigned.
University/B.S degree in a relevant Engineering discipline is desired but may be waived if equivalent industry experience can be demonstrated
7 years minimum, mechanical field engineering/quality control experience within a direct hire environment
Strong background in rotating equipment installation and setup
Knowledge of Bechtel Standard Work Processes Procedures is preferred
Experience in oil, gas, refinery, petrochemical, minerals processing or power generating station construction is preferred.
Familiarity with Bechtel Standard Applications (BSAPs) including InfoWorks, TEAMWorks, EQMS, BPS, PTR, and other automation tools which are used on Bechtel projects is an asset.
Computer literate in word processing, spreadsheet and database applications.
Working knowledge of applicable industry codes and standards is required.
Knowledge of maintenance, preservation practices, engineering and construction methods and processes customarily acquired over time through specialized instruction or practical experience
Experience managing technical services subcontracts is desirable
Excellent communication and problem-solving ability

Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
