West Chester University of Pennsylvania is seeking a proven leader, problem-solver and financial executive for the position of Vice President for Administration and Finance. The Vice President reports to the University President and requires a combination of strategic leadership and hands-on management. Additionally, this position supports the Executive Vice President and Provost in executing the President's agenda and strategic vision for the institution. The Vice President provides executive leadership and stewardship to the following departments: * Finance and Business Services, including Accounting and Reporting, Accounts Payable, Procurement, Post Office and Bursar's Office. * Human Resources, Payroll, Environmental Health and Safety, Organizational Development, Public Safety and Emergency Management * Facilities, including Design and Construction, Custodial Operations, Energy Management, Plant Operations, Grounds Maintenance and recycling. The Vice President is also responsible for compliance with the state's Right-to-Know law; executes contracts, agreements, and related legal documents; serves as liaison with the external auditors, the Auditor General's Office, and internal auditors assigned to the Pennsylvania State System of Higher Education (PASSHE); and coordinates responses to complaints that come through the Fraud, Waste, and Abuse Reporting System. The Vice President is an ex officio member of the boards of two independent, but affiliated, entities: the West Chester University Foundation (and its subsidiary, University Student Housing LLC) and the Student Services, Inc. The Vice President serves on the University's Budget Review Committee and the PASSHE's Council of Fiscal and Administrative Vice Presidents. Additionally, the Vice President either directly or through subordinates provides staff support to the West Chester University Council of Trustees' Finance & Administration Committee and Campus Resources and Infrastructure Committee. Minimum Qualifications * Master's Degree in Business Administration, Finance, Management, Accounting or a related discipline is required. * At least ten (10) years of progressive management experience in financial and administrative affairs within a complex public, non-profit or private university environment. It is highly desired that the successful candidate will possess the demonstrated: * a demonstrated commitment to establishing and sustaining a culture of excellence and accountability among members of the Division; * a record of accomplishment in developing effective financial strategies that promote principled fiscal strength and sustainability; * the diplomatic skills necessary to navigate the political and legislative processes associated with the role; * comfort dealing with complexity, competing demands, ambiguity and change while providing balanced, values- based leadership; * a demonstrated commitment to diversity, inclusion and transparency; * the capacity to make well-reasoned, tough decisions in a timely manner; * the ability to articulate complex financial and other concepts to non-technical audiences; * an understanding of and respect for the West Chester University tradition, while challenging the University to improve its operating effectiveness and efficiencies; and * the poise, presence and interpersonal skills to communicate effectively with a variety of constituents and stakeholders, and to establish productive working relationships both within and outside the University. Preferred Qualifications Prior experience administratively supervising Facilities or Human Resources areas is highly preferred.
