The Director of Technical Development and Operations is responsible for the Department of Radiation Oncology technical operations, Rad-Onc IT, vendor relations , Technical Evaluation and project management teams. The position collaborates closely with the Directors of Operations at PCAM and the Networks to support the technical needs of the practices. Responsibilities include, but are not limited to: development and management of the technical budget for HUP and network affiliates, facilities management, systems management, space planning and management, JCAHO and other regulatory compliance standards relating to equipment, and management of development projects. Works closely with Director of Finance to manage billing and coding processes. Works closely with the Executive Vice Chair, Vice Chair, Physics Division, Vice Chair, Clinical Division and Vice Chair, Research Division.
Accountabilities * Management of technology including managing vendor relationships, overseeing vendor staff housed at PCAM, management of the Operations and Maintenance contracts and negotiation of amendments, and management of budget relating to equipment maintenance. Oversight of all technology including research resources such as the Small Animal Radiation Research Program. Ensures operational systems are optimal including equipment, Aria, Eclipse and other software or hardware necessary for patient treatment. Develops and recommends improvements to all system. Manages the data to support incentives or penalties to vendors and communicates with HUP or the appropriate entities. * Management of new technology deployment at all sites including contributing to equipment selection, negotiating the purchase terms and maintenance agreements, planning for implementation with facilities, regulatory, practice staff, vendor and safety. Organizes DOH and DAAC inspections as appropriate. Develops and submits capital budget requests to all entities as appropriate. * Manages new technology development projects by negotiating agreements (see details in SKILLS below), managing development teams, deploying project management resources. Facilitates the research programs involving radiation, specifically proton. Support development of new clinical programs such as brachytherapy or R223. * Manages the project management resources and ensures support of all Departmental initiatives with PM certified staff. Oversees the team. Determines PM software and tools needed by the team. Manages the Business Analyst and ensure appropriate data and information is available for use in Departmental projects. Responsible for managing and reporting on progress of all Departmental projects to the Executive Leadership Team. * Manages and Oversees Rad-Onc IT team. Responsible for new IT initiatives, software development, upgrades and implementation * Manage the relationship with CHOP with respect to use of the proton center and quarterly reconciliation of time to ensure appropriate fees and charges. * Member of the Integrative Leadership Team and seen as a key leader in the Department. * Performs duties in accordance with Penn Medicine and entity values, policies, and procedures * Other duties as assigned to support the unit, department, entity, and health system organization
X Master's Degree Business or Radiation Therapy or Physics 10+ years
X Radiation Therapist, Physics or Dosimetry Experience
X Ability to negotiate contracts: work with the vendor to develop a Scope of Work milestones, develop an internal team to develop the Scope of Work milestones, determine resource needed, budget and timeline for the Scope of Work, draft Term Sheet and Agreement with OGC, negotiate all key points of the Term Sheet and Agreement between OGC, Department, Vendor and any other involved entity (i.e., HUP or PPMC), ensure execution of contract, manage the project team to the Scope of Work, ensure collection of all revenue. X Ability to communicate across UPHS and with external vendors globally. X Project Management and data analytics expertise. X Working knowledge of physics, Dosimetry and therapy scope of work, practice and skills. X Working knowledge of Rad Onc Billing rules and regulations. X Financial analysis and budgeting for new projects. X Management expertise of 10 years or more.
