Summary of Duties: Responsible for working as the administrative and business partner of the Division Chief(s) and the COO of the Department of Surgery. Responsible for oversight and general management for the Division(s) across all missions. Oversees and directs overall business planning and financial management, ensuring the accomplishment of management goals and objectives. Provides administrative leadership for clinical operations and faculty practice. Works with Department of Surgery (DOS) administration on faculty recruitment, business development, and clinical programming across UPHS hospital entities at the Hospital of the University of Pennsylvania (HUP), Penn Presbyterian Medical Center, Pennsylvania Hospital, and Chester County Hospital Princeton Medical Center, Lancaster General, and all affiliated satellite locations.

Essential Functions:

Clinical Operations and Faculty Practice Administration
1. Works alongside Chief and clinical leaders, to chart course of programs, program improvement, and program effectiveness; provide strong project management for clinical and educational initiatives. Align priorities, build support, and garner needed resources to execute and achieve priorities.
2. Advise Chief of relevant issues and governance, including operational problems/policies and faculty issues. Provide support to Chief, including offering resolutions and recommend changes, drafting responses to requests for information, and representing the Chief in discussions with faculty or departmental meetings.
3. Oversees administrative aspects of faculty recruitment including requests to recruit, aligning financial supports, and timely execution of offers to candidates. Assures faculty are on-boarded effectively with requisite licensures and credentialing obtained. Aligns and maintains faculty academic plans.
4. Drive faculty engagement by working with faculty on an as needed basis to develop programs, explain incentives, effort, productivity, salary allocation, increase requests, compliance issues, etc.
5. Administer the faculty compensation and incentive plans and programs.
6. Represent Division when Chief is unavailable.

Budget/Fiscal/ Revenue Cycle Management
1. Direct and manage financials and revenue cycle operations. Create, prepare, implement, control and monitor budgets; responsible to explain budget variances.
2. Review, analyze, summarize and interpret financial data. Oversee preparation of analyses and reports that detail the Division's financial position. Develop annual reports, financial spreadsheets and other required reports.
3. Take responsibility for monthly review of financial statements; includes correcting errors, identifying trends, allocating personnel to appropriate cost centers and monitoring staff FTE counts; review and revise as needed negotiations of contracts and standing blanket orders, as needed.
4. Work with the Department of Surgery Finance Office to initiate journal entries, expense and revenue transfers and correct allocation of shared expenses.
5. Oversee management of malpractice insurance accuracy.
6. Provide guidance and direction to payroll administrator for changes to faculty salaries between CPUP and University allocation.
7. Prepare special reports as required; collect data, prepare report, and analyze statistics; includes reports to the SIC committee of UPHS regarding investment per FTE and productivity per FTE.

Human Resources/Personnel
1. Provide direct oversight to administrative coordinator of the Division.
2. Oversee all staff personnel administration including staffing, compensation, and compliance with CPUP, Hospital, University, School, and Departmental policies. Interprets human resources institutional and departmental policies for faculty and staff; manages staff performance and staffing issues, including disciplinary action.
3. Responsible for general human resources oversight; responsible for posting, recruiting, advertising, hiring, job offers, salary scales, selection, and placement and onboarding of staff, to include administrative staff, advance practice providers, and nurses, .
