The Department of Licensing has an opening for a Management Analyst 3 in our Prorate and Fuel Tax Program. This program administers the state's fuel tax collection programs. Services include licensing of fuel companies, processing fuel tax returns and associated payments, and taxpayer education, training, and auditing. This program also administers the International Registration Plan and International Fuel Tax Agreement. These two agreements provide for one-stop vehicle licensing and fuel tax filing services for Washington based interstate motor carriers. Prorate and Fuel Tax Services collects approximately $1.7 billion in annual revenue for Washington State Transportation programs.

What our Management Analyst 3 does:

In this role you will support a highly professional team working closely with management and providing support to internal and external customers. You will review and update policies, procedures, external communications, and administrative practices to ensure consistency. On a continuous basis, you will make recommendations to improve efficiencies in all areas of operations. You will independently plan, develop, track, analyze, conduct data gathering, approve and recommend modifications, and provide improvement suggestions that support the agency goals.

We are looking for a customer and process oriented analyst who enjoys researching and identifying process improvement areas. A team member who efficiently and effectively responds to diverse internal and external customers, facilitates and mediates meetings, and maintaining confidentiality. Our ideal candidate is a self-motivated and collaborative individual who enjoys working with laws, rules, and policies in a regulatory environment. This candidate must be comfortable using Microsoft Office and have strong verbal and written communication skills. This person will be responsible for quality and timeliness of work that meets or exceeds predetermined goals and objectives.

This is a non-permanent position. We anticipate the position will last approximately 12 months; however, non-permanent appointments may be extended or ended with one day notice.

Required Qualifications:

Applicants who possess the following qualifications may be referred to the hiring manager:

* Bachelor's degree in business administration, public administration, law, public health, health administration, or a related field. * Equivalent educational qualifying experience may be substituted year for year for a bachelor's degree.

AND

* Two or more years of experience conducting research and analyzing policies, laws, rules, or regulations.

* One year of experience using Microsoft Suite including Word, Excel, Access, PowerPoint, Outlook, computer programs and applications.

* One year experience owning, tracking and monitoring multiple projects with competing deadlines, following up with others as necessary to ensure completion.

* One year of experience communicating effectively both verbally and in writing composing letters, memos, reports, and business correspondence which contains accurate and logically formatted information to a diverse clientele.

* One year of experience collecting, researching, analyzing, and interpreting data, formulating research methodology, preparing reports and recommendations for decision making.

Preferred Qualifications:

Applicants who also possess the following may receive additional consideration by the hiring manager:

* One year of experience facilitating/leading group sessions, writing policies, procedures, training and presenting information.

* One year of experience presenting information in various methods for use in training of new and existing employees or customers.

* One year of experience managing Public Disclosure and Record Retention and archiving public records.

* One year of experience navigating vendor system to perform research inquiry.

Working Conditions:

* Ability to work beyond 40 hours as required and flexibility in scheduled days as needed

* Ability to travel local and statewide including overnight travel using a state or personal vehicle.

* Work in an office setting.
