The Opportunity

As a Health Services Consultant 4, you will serve as a senior policy analyst in the Office of the Assistant Secretary, reporting to the WMS2 Policy Director for Prevention and Community Health (PCH). You will lead, monitor and coordinate legislative and policy actions such as research, analysis and legislative communications as the lead analyst for programs in the Office of Family and Community Health Improvement. Programs in this office include healthcare improvement, genetics, family planning, maternal and child health, children with special healthcare needs and community health workers. The position also works with other analysts in the unit on implementation plans, mandated reports, rulemaking and advancing division policy priorities.

The Department of Health, Prevention and Community Health Division works to improve the health of the people in Washington Slate by enhancing the health of communities through culturally sensitive programs that promote a healthy start, healthy choices, and access to services. As a Health Services Consultant 4, you will support the mission of PCH by advancing policy objectives that meet the goals of individual and community health.

This is a full-time permanent Health Services Consultant position.

What will you be doing? ? Duties include:

* Review, analyze, report on, and track proposed legislation, rules, fiscal proposals, and other policy actions that impact multiple stakeholders in the specific grogram area.

* Review proposed legislation, create concise and complete bill analyses, draft messages to legislature and testimony for the department, observe and report on hearings.

* Respond to agency requests for information and analysis of legislative proposals.

* Participate as requested in the processes of division and agency review of legislation and other proposed policy actions.

* Develop proposals, including proposed rules, legislation, and supporting documents that solve problems.

* Guide and monitor the implementation of policies, by tracking and understanding relevant legislation or other policy actions that impact the assigned policy portfolio.

* Initiate, organize, monitor, or otherwise ensure that the necessary responses to policy actions take place, including implementation plans, mandated reports, rulemaking, or other required activities.

Required Qualifications

* OPTION 1: Bachelor's degree or higher AND Two (2) or more years (full-time equivalency) of demonstrated experience in at least ONE of the following areas:

* Experience analyzing legislation for a public agency, non-profit, or other to include writing bill analyses and fiscal notes.

* Experience developing regulations for a public agency, non-profit, or other.

OR

* OPTION 2: Five (5) or more years (full-time equivalency) of demonstrated experience in at least ONE of the following areas:

* Experience analyzing legislation for a public agency, non-profit, or other to include writing bill analyses and fiscal notes.

* Experience developing regulations for a public agency, non-profit, or other.

Preferred/Desired Qualifications

* Two (2) or more years (full -time equivalency) of demonstrated experience in quality improvement/quality assurance activities.

* Project management experience.

Conditions of Employment/Working Conditions

* Work in a fast-paced/stressful environment with multiple priorities and competing deadlines.

* Move object weighing up to 25 pounds.

This is a position covered by a bargaining unit for which the Washington Federation of State Employees (WFSE) is the exclusive representative.
