Job Responsibilities Provide oversight and administration for projects as it pertains to testing and commissioning this includes but may not be limited to a) Review design drawings, specifications, testing plans, and project commissioning documentation. b) Evaluate and determine if equipment or systems are ready for testing and then coordinate with the project team members to schedule tests. c) Participate in Design or Prototype Testing, Production or Factory Testing, Field Installation, System Integration Testing, and Regression testing. Off hours are d) Assure testing activities are performed in compliance and in adherence with the Project Manual Specification, Drawings, Program plans, andor Codes and Standards. e) Support the efforts in achieving project Safety Certification. Assure, on an annual basis that the VV Test Standard Operating Procedures (SOPs) are developed, reviewed, revised if needed, and implemented. Facilitate testing meetings, as needed. Partner with the assigned QA and Safety Representatives to verify adherence to contractual requirements and quality requirements, and verify adherence to safety and environmental requirements. Provide weekly and monthly reports showing progress toward meeting baseline implementation goals, safety or compliance concerns, as well as other activities. Maintain depository for Codes Standards, Industry Standards, Books and Articles containing pertinent information related to equipment or system commissioning, etc. The repository may be a combination of hardcopy and electronic media. Develop, or cause others to develop, a program that ensures functionality and performance and promotes reliability and availability of the Electrical Power Distribution and Traction Power system(s). This program shall consider the asset from project conception to eventual disposal. Maintain an effective program that will assist in meeting regulatory safety environmental obligations, ensure customer satisfaction, and collect and provide data for asset management Develop, or cause others to develop, a program that ensures functionality and performance and promotes reliability and availability of the critical systems. A minimum of 10 years of experience in system testing, developing test procedures, and managing project test schedules. Must possess strong written and verbal communication skills. Excellent time management skills and the ability to multi-task are essential. Candidates shall possess an in-depth understanding of medium voltage (25kV) and low voltage electrical power distribution and modern transit DC traction power systems as well as SCADA, HMI, and remote monitoring and control. Candidates shall have the ability to review, comment, and provide direction on designs, test plans, and procedures, witness tests and evaluate data, audit systems, compile findings, develop reports that include assessments and corrective actions, and assure compliance with contract specifications codes and standards. Practical knowledge of Federal Transportation Administration (FTA) requirements, National Fire Protection Association Codes and Regulations, NETA Standards, IEEEUL Standards, and techniques associated with the operations, testing, commissioning, and maintenance of medium voltage and low voltage electrical power distribution and modern transit traction power systems. Demonstratable experience in critical or life-safety asset lifecycle management design testing, commissioning, training and documentation, maintenance, regulatory compliance, and disposal. Thorough understanding of the implementation of system integration to mitigate hazards and safeguard personnel or infrastructure. Ability to establish processes to collect and evaluate data that determine the equipment andor system meets the needs of the Authority and monitors its status as related to reliability and maintenance. Demonstrable knowledge of testing program management top-level policies, procedures, and work instructions to ensure uniform testing for a large multi-project establishment.
