F1081D SrMgrMtn-SNJ / Senior Manager-Maintenance OperationsLocation: South NJSalary: $81,735 to $96,159 Grade (H)(Commensurate with skills and experience)I. POSITION SUMMARYThis position performs as the leader of the maintenance operations and facilitymanagement for our Southern NJ and nearby DE locations.. Based onour overall strategy for operations, this position is responsible for determiningthe priorities for these facilities to ensure our continuous operation and thattenant business and the preservation of all assets. This position is alsoresponsible for determining a clear action plan to deliver on those priorities. Thisposition often manages several key supervisors and professional employees whothemselves work to ensure that overall standards of quality and timeliness are maintained.This position has considerable discretion to develop and manage operational and capitalbudgets in order to deliver on the key operational priorities. This position performsleadership and management duties for the assigned employees and is responsible forproject planning, project management, personnel assignments, budgetary control andmonitoring. In the absence of the Director of Maintenance Operations, this position maybe required to act on his/her behalf. Senior managers often work on key operations-wideteams to help determine the future needs and direction of the maintenance function.MULTI-SITE RESPONSIBILITYSenior managers have the responsibility to act as the principal manager for themaintenance of multiple operational facilities. These positions have ongoing day-to-dayoversight of all maintenance operations at the assigned facilities. This position requiressound management skills to lead staff and other teams will little or no direction fornormal and emergency operations at the assigned facilities. These positions have theresponsibility to ensure that all maintenance operations at the assigned facilities aredelivered in accordance with all regulatory and statutory requirements. Considering thenature of the our core operations, these regulatory and statutory requirements aretypically quite onerous and stringent. The senior managermust be able to competently represent the department s interests and leadership duringcritical situations and states of emergency.FACILITY MANAGEMENTSenior managers have the responsibility to act as the principal manager at theirassigned facilities to ensure sound facility management principles and practices areimplemented consistent with industry standards and to ensure seamless continuity ofour (and tenant) business. The senior manager administrates the department sComputerized Maintenance Management System (CMMS) within their assigned facilitiesand continuously strategizes to maintain the system to ensure: all data is accurate,performance standards are met, preventive maintenance programs are completed,customer requests are addressed and key performance indicators (kpi) are tracked.II. ESSENTIAL DUTIES AND RESPONSIBILITIESDevelops and implements projects and programs to assist in accomplishment ofestablished goalsManages maintenance personnel to successfully meet the Department s missionParticipates in development, implementation and maintenance of policies,objectives, short- and long-range planningPrepares, analyzes and manages maintenance operating and capital budgetsProvides in-depth review, analysis, and recommendations of critical and/orcomplex capital programs as assignedProvides management, organizational, and fiscal analysis and impact of projectsas assignedDevelops complex repair scopes of work and performance contracting programsto achieve consistency throughout our operationsDevelops and executes comprehensive preventive maintenance plans; directsseasonal facilities support activities, including off-season servicing of equipment,systems, and infrastructureInterfaces with regulatory and government agencies, vendors, contractors, andcustomers on matters related to maintenanceDevelops and implements systems to maintain records on equipment, inventories,and preventive maintenance activities; including CMMS platforms and othertracking systemsDevelops training programs for internal trade staff to ensure continuing educationis provided to maintain the our preventative maintenance programManages the procurement process for performance, service and repair contractingParticipates in environmental planning and compliance with policies andregulationsPerforms as a liaison amongst internal our Departments when managing owner/tenant issuesProvides the highest level of customer service and professionalism to all internaland external customersActs as the Director s representative during various business transactions withtenants and/or external customers when assignedAssists property management personnel with leased properties as directedActs as the Department s lead in regulatory functions with external agenciesOther duties as assignedIII. REQUIRED EDUCATION AND EXPERIENCEBachelor s Degree from an accredited college or university with major coursework in engineering, facilities management or related field; or any equivalentcombination of experience and training (including active trades licenses) whichprovide the required knowledge, skills and abilities specifically in the fields offacilities management and/or public sector maintenanceAt least seven (7) years of progressive managerial experience in transportation ormaintenance, including direct supervision of maintenance workforces (in-houseand contracted)Strong background in management of multiple, diverse maintenance functionsDemonstrated experience in strategic planning and project managementDemonstrated experience in finance/budgeting principles and practices; at leastfive (5) years of experience in budget development/execution and cost analysispreferredRegistration as a Certified Facilities Manager preferredV. LICENSES, REGISTRATIONS, AND/OR CERTIFICATESValid driver s licenseAbility to acquire a valid Transportation Workers Identification Credential(TWIC) within six monthsVI.
