Responsibilities

WHAT IS THE HUMAN CAPITAL OFFICE DIVISION? The HCO mission is to make IRS an employer of choice and a leader in human capital planning and management. It develops strategies and tools for recruiting, hiring, developing and retaining a highly skilled and high performing workforce to support the IRS mission.

WHAT DOES A MANAGEMENT AND PROGRAM ASSISTANT DO? IRS Management and Program Assistants perform a wide range of duties in most major IRS organizations. These duties may include researching specific programs or issues, collecting relevant statistics and other data, and assisting in preparing reports with supporting tables, charts and illustrations. Management and Program Assistants use word processing, database and spreadsheet software to prepare and create memos, reports and records in final form.

As a Management and Program Assistant, you will:

* Assist analysts, specialists, technicians and other higher grade assistants in performing analytical and technical work;

* Identify potential and actual problems; and probable causes;

* Research special issues and gather pertinent statistics or information;

* Report findings for the full scope of a program or function or identify this information for an aspect or aspects of a program or function.

* Prepare memoranda, preliminary reports, spreadsheets and charts showing findings of recommendations;

* Perform administrative tasks (e.g., filing, timekeeping, organizing/coordinating meetings and conferences, ordering office supplies, etc)

If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

This position is covered by a formal development plan and pay retention may be authorized for employees entering at a lower grade level with promotion potential back to their current or higher grade.

You must meet the following requirements by the closing date of this announcement:

GS-05 LEVEL: One year or twelve (12) months of specialized experience equivalent to the next lower grade level (GS-04) in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Specialized experience is experience that is in or related to this position and provided you with the particular knowledge, skills and abilities to perform successfully the duties of this position. Examples of qualifying experience may have been gained in positions where you applied clerical and technical procedures, methods, and techniques to support management analysis functions and processes; compiled data from questionnaires and notes taken during interviews conducted by higher level analyst; searched historical files for readily available background information such as recent staff or function changes, organization charts, mission and function statements, and position descriptions. OR

A Bachelor's degree or four (4) years of education above high school in any field of study from an accredited college or university. OR

An equivalent amount of combined education and experience. Only education in excess of 60 semester hours, 90 quarter hours or 1440 classroom hours is creditable toward meeting the specialized experience requirement for the GS-5 level. For example, one full year of academic study (30 semester hours, 45 quarter hours, or 720 formal classroom hours) beyond the second year is equal to 6 months of specialized experience. To be creditable, education must have been obtained in an accredited business, secretarial or technical school, college or university.

GS-06 LEVEL: To be minimally qualified at the GS-06 grade level, you must have one year or twelve (12) months of specialized experience equivalent to the next lower grade level (GS-05) in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Examples of qualifying experience may have been gained in positions where you applied clerical and technical procedures, methods, and techniques to support management analysis functions and processes; compiled data from questionnaires and notes taken during interviews conducted by higher level analyst; searched historical files for readily available background information such as recent staff or function changes, organization charts, mission and function statements, and position descriptions. Experience could also include work involving easily identifiable steps and procedures; standard plan, schedules, calculations, report formats, and requirements; or clear-cut processes, structures, and workflow.

GS-07 LEVEL: To be minimally qualified at the GS-07 grade level, you must have one year or twelve (12) months of specialized experience equivalent to the next lower grade level (GS-06) in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Examples of qualifying experience may have been gained in positions consisting of various duties, projects, or assignments involving different and unrelated management or program analysis technical processes and procedures. The assignments or projects involved various actions or steps that are not completely standardized or prescribed in instructions, guidelines, or precedent cases; and adaptation or modification of established procedures and methods.

* The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-timework; part-time work is considered on a prorated basis.

In addition to the above requirements, you must meet the following, if applicable:

You must have been at the next lower grade level of the grade you are applying to for 52 weeks (time-in-grade requirement).
