WHAT DOES A DOES A GOVERNMENT INFORMATION SPECIALIST (SENIOR DISCLOSURE ANALYST) DO? In the Disclosure function, Senior Disclosure Analyst interprets the tax code, regulations, administrative guidance and court cases, related to Internal Revenue Code (IRC) Section 6103, the Freedom of Information Act (FOIA) 5 U.S.C. ? 552, and/or the Privacy Act (PA) of 1974, 5 U.S.C. ? 552a. The Senior Disclosure Analyst controls and coordinates the most technical disclosure issue projects and studies. Assignments include technical tax issues involving highly unusual features, novel problems, and extremely sensitive considerations having great policy and precedential impact. The Senior Disclosure Analyst works directly with individuals within and outside the Service who are responsible for policy implementation within the Disclosure area. The Senior Disclosure Analyst provides analysis and determinations that have direct impact on shaping Service policy in the Disclosure area.
As a Government Information Specialist (Senior Disclosure Analyst) you will:
* Provide technical direction, instruction and assistance on complex situations involving tax related Disclosure issues and privacy statutes and serve as an expert technical tax advisor in areas covered by obscure or difficult to interpret segments of independent statutes as they apply to privacy and confidentiality.
* Develop confidentiality-related policies for nationwide application and oversee the preparation of policy and procedural materials, including reviewing materials prepared by other functions.
* Ensure Disclosure programs and policies are fully compatible with related technical and administrative provisions of the Internal Revenue Code, regulations, and rulings.
* Analyze proposed and new statutory provisions and court decisions to evaluate their potential effect on Disclosure and privacy guidelines. Use extensive and specialized knowledge of the Internal Revenue Code, regulations, procedures, published rulings, and court decisions to coordinate new and existing statutes and court precedents in setting and revising Service policies as they impact on confidentiality.
* Assist the Disclosure Director in establishing and drafting legislative policy on confidentiality issues involving tax treaties with foreign governments. This requires working with the office of the Chief Counsel and Disclosure Litigation.
* Analyze inquires from members of Congress, the Joint Committee on Taxation, the General Accounting Office, and other internal and external customers for specific policy implications and decisions.
* Perform all-inclusive analysis and evaluation of Disclosure programs and activities and provide technical tax assistance to branch chiefs in their detailed analyses and evaluation of specific Disclosure programs.
* Either independently or as a task force lead, plan, develop, monitor and coordinate the completion of major programs or projects involving the resolution of complex Disclosure issues.

You must meet the following requirements by the closing date of this announcement.
GS-14 LEVEL: You have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes the application of legal, tax accounting, and Federal laws, regulations and precedent decisions. Preparing, reviewing or applying rulings, advisory letters, memoranda, etc., related to Internal Revenue Code (IRC) Section 6103, the Freedom of Information Act (FOIA) 5 U.S.C. ? 552, and/or the Privacy Act (PA) of 1974, 5 U.S.C. ? 552a. Work that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations. Work as a privacy professional or government information specialist that required application of IRC 6103, FOIA, PA, and/or related Federal laws.
* The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
