WHAT IS THE SMALL BUSINESS SELF EMPLOYED DIVISION? The Small Business/Self-Employed (SB/SE) Division provides examinations and taxpayer education services for about 7 million small businesses and upwards of 33 million self-employed and supplemental income taxpayers.

Responsibilities

WHAT DOES AN EDUCATION SERVICES PROJECT MANAGER DO? As an Education Services Project Manager you will design, develop, test, manage and deliver a full range of learning products, learning system technologies and educational services to improve the performance of Small Business/Self Employed (SBSE) employees supporting SBSE's strategic business goals and objectives.

As an Education Services Project Manager you will:

* Analyzes strategic business objectives and develops, recommends, and implements learning approaches to meet organizational priorities. Prepares recommendations and implements project plans to meet long and short-range business goals.
* Assesses the impact of new programs and legislative changes on existing products, services, and resources. Presents findings through consolidated status reports, oral presentations, memoranda, and other documents as required. Recommends to management those learning approaches that resolve gaps.
* Creates innovative online training courses, products, services and methods using the latest course development software such as Captivate, Articulate, and Camtasia. Stays current with the state-of-the-art developments, trends, and outlooks in electronic learning.
* Analyzes, plans, organizes, reviews, revises, evaluates, and provides technical direction on computer based training and on-line help components of performance support systems. Completes performance support systems analyses for projects in occupational or administrative subject matter areas, and develops prototypes and other novel performance support tools. Negotiates with all levels of management regionally and nationally to secure resources for each project. Provides technical oversight, direction and guidance to team members assigned to interactive media development projects. Provides input to supervisor on team member performance.
* Determines sources of information, suitability and educational adequacy of materials and methods; analyzes previous course evaluations and determines the best methods of presentation for the complete course/module.
* Interprets study results and student performance data to devise/revise education objectives, methods and materials.

Qualifications

You must meet the following requirements by the closing date of this announcement.

GS-13 Level: You must have (1) one year of specialized experience at a level of difficulty and responsibility equivalent to the grade 12 level in the Federal service. Specialized experience for this position includes: Experience with learning and education concepts, practices and approaches related to course design and development; Experience in education practices, and techniques to develop complete training and support courses;Experience in computer-based training, education practices, techniques, and course development software to develop virtual training and support computer-based courses Experience with performance support tools to plan and direct the development system components including on-line help and computer based training; Experience with training systems and computer-assisted training applications such as ELMS and SABA and automated systems to provide technology enabled learning; Experience in analytical and evaluative techniques sufficient to identify, evaluate and make recommendations to resolve complex problems such as looking at feedback from courses; technology problems, and assisting other team members with issues related to learning and education projects. Experience with negotiation and conflict resolution techniques to collaborate in a team environment; oral and written techniques to develop course material and prepare and deliver briefings, and experience managing/leading teams involved in the development of training products.

* The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
