  • Work Hours: Monday through Friday from 7:00 a.m. to 3:00 p.m. (or based on operations considerations.)
  • Negotiates with property owners and their representatives for all types of acquisitions and relocation claims and demonstrates knowledge of real estate laws and market. Monitors and maintains a working knowledge of ROW Office to include data entries into the system involving negotiation and property management fields. This also includes instructing those he/she assists in the proper use of the system. Assures functions are completed in time to meet project letting schedules and priorities. Reads and understands plans, maps, drawings, cross sections, contracts, specifications, manuals, publications, legal agreements and other documents, as required, and to understand and follow oral and written communications. Performs assigned work in accordance with appropriate design manuals, construction standards and Department policies and procedures.Prepares cover letters to other units notifying them of completed work, prepares and maintains general files for record keeping and maintains schedules and office indexes of work being done by both contractors and office personnel. Is familiar with personal computers to conduct property investigations and maintain logging systems. Prepares file folders for each claim, maintains up to date control sheets for each route and enters all required information into Right of Way Office. Summarizes and presents weekly reviews and analysis to team and project managers regarding right of way project activities, claim status reports and preparation of summary reports from contractors including a recommendation to expedite right of way project activities.Obtains tax maps, deeds and other property owner identification data from public records in county courthouses. Verifies ownership and property lines in field to assist in plan development. Assures that required property owner notification letters and portfolios are prepared and delivered, photographs taken, titles searched and offers are made. Obtains and reviews tax receipts, water and sewage bills from various taxing agencies for affected parcels.Reads appraisal reports and inventories of improvements in preparation for meetings with claimants. Explains fair market value offers and supplement offers to the claimant for their consideration and ensure their understanding. Explains the Department's policy and procedures relevant to right of way acquisition. Answers property owner questions pertaining to property acquisition policies and procedures and advises the claimant of their legal rights and benefits under the Eminent Domain Code. Explains the appeal process, Declaration of Taking, Board of View and jury trial. Explains vacate dates and the various types of payments and settlements. Keeps claim contracts current in daily progress reports for all claimant and attorney contacts to document progress.Prepares agreements for amicable, EJC, and administrative settlements; including contacts and coordination with mortgage holders, lien holders and judgment holders for release and payoff figures. Discusses affected properties with Right of Way Administrator to ensure letting schedules are met. Helps to resolve difficult problems: reviews completed work for conformity with established policies and procedures, provides relocation assistance to displaced persons and businesses, computes supplemental payments for relocations, keeps the property manager informed of the status of settlements on claims where demolitions are involved and performs duties to assist property management, as required. Arranges for the maintenance, protection, sale, and removal of buildings within acquired rights of way or on acquired real estate.Prepares declarations of taking packages for Central Office approval. Records deeds with notices of condemnation, records plans, files court papers associated with declarations of taking, memorandums of prothonotary, proof of service, and meets with attorney to satisfy dockets. Prepares and presents data to be used in condemnation or litigation proceedings involving real estate damage claims with minimal supervision. Prepares and maintains all required records and reports, testifies at hearings, assists the attorneys in court cases and performs other related duties as required. Requests and delivers Viewers' Plans to Department Counsel, claimant's attorney and Board of Viewers. Acts as liaison between claimants and Department, attends preconstruction meetings with design project managers and consultants to certify right of way is clear. Attends site views with Board of Viewers. Attends pretrial, if necessary, and testifies for the Commonwealth at either Board of View hearings or jury trials.Works independently and constructively in a team environment to move a project from conception to conclusion. Provides guidance and support to Technicians, Clerk(s), and contractors working in the Unit. Completes all paperwork to complete the settlement of complex, costly, or sensitive claims.Serves as District 12 Outdoor Advertising Control Manager. Is the District 12 point of contact for the administration and enforcement of the Outdoor Advertising Device (OAD), Highway Beautification and Junkyard Control Programs. Processes applications and issues permits for each of these programs.Performs other related duties as required.Safety:1.   • Minimum Experience and Training Requirements: One year as a Real Estate Technician, OR Two years of experience in technical real estate work and an Associate's Degree, ORAny equivalent combination of experience and training which provides the required knowledges, skills, and abilities.
  • Necessary Special Requirement: Possession of a valid motor vehicle operators license as issued by the Commonwealth of Pennsylvania.
