1. The direct evaluation and analysis of all child abuse allegations allegedly perpetrated by agents or employees of the County Children and Youth Agencies.2. The provision and/or arrangement of all necessary follow-up services to these evaluations on a case-by-case, provider and county agency level.3. The initiation of training programs to both the public and private sector providers in all areas of child abuse, including investigation, identification and treatment.4. Involvement in workshops, seminars, public information sessions and professional education programs dealing with all areas of child abuse. The creation, participation and resource functions are included in this responsibility.5. Assuring established standards are achieved by public and private agencies and facilities with respect to applicable protective services provisions.6. Ensuring agency and facility compliance with State and Federal Laws and Regulations, relating both directly and indirectly to protective service functions.7. The evaluation and assessment of protective services' responsibilities by all children and youth agencies within the Region. Program evaluations, quality assurance assessments, regulatory and legal compliance, and survey and evaluation functions are all elements of this assessment and evaluation process.8. Provision of technical assistance to providers of children and youth services, as necessary.9. Consultative processes are used extensively to identify and plan for program improvement with providers.10. The creation, identification, establishment and maintenance of risk assessment theories and practices is an on-going responsibility, both from within the program and to those receiving services from the program.11. The collection of protective service data, as well as, analyzing that data for report preparation in the areas of agency and regional trends and needs.12. The evaluation, analysis and documentation of all complaints from citizens concerning providers and their protective service responsibilities.13. Preparation of responses for the signature of higher levels within the Department of Public Welfare, as needed, in addition to general correspondence.14. Interpretation of policy, procedure, law and regulations is required.15. Participation of full performance audits.16. Work with other offices within the Department to assist in coordinated efforts in protective services which would include Juvenile Probation, Drug and Alcohol, Mental Health and Mental Retardation, Bureau of Human Services Licensing and Office of Child Development and Educational Licensing.17. Coordination of state-wide grants at the local level, proposal review and comment.18. Provision of administrative support in working with County Commissioners and Boards to assure appropriate and necessary resources are available for child protective services to the agencies under their direction.19. Involvement in the creation and recommended change in Department policy, procedure and regulation.20. Coordination of regional efforts with respect to research proposals and projects.21. Review and comment upon reports submitted to the program which would include action plans, plans of correction and other pertinent material.22. Support and assist other Regional Office of Children, Youth and Families' programs as needed.23. Other related duties as required.
